BOARD OF SELECTMEN
MINUTES
DATE: September 8, 2015
PRESENT: Chairman Geoffrey Walker, Selectmen Chuck Bear, Damon Jespersen, and Selectwoman, Alicia Greco
Motion: A motion was made by Selectman Bear, seconded by Selectman Jespersen and voted unanimously to call the Board of Selectmen meeting to order at 7:00 p.m.
PRESENT: Finance Committee Members: Chairman Frank Remley, Gene Case, Linda Allen, Robert Connors, Larry Guay and Erica Jacobsen
Motion: A motion was made by Chairman Frank Remley, seconded by Gene Case and voted unanimously to call the meeting of the Finance Committee to order at 7:01 p.m.
Chairman Walker opened the meetings with the salute to the Flag.
Chairman Walker explained that the purpose of the meeting was to conduct a brief general business meeting and Public Information Forum for the Sept 15th ballot question regarding the Proposition 2 ½ override for costs of engineering for a Public Safety Facility. He introduced Erica Jacobsen of the Finance Committee as the facilitator for the information forum.

Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve all the one-day liquor licenses for Village Theatre Co. Inc., Amesbury, MA – October 2 and 3, 2015 at
Colby Farms, 50 Scotland Rd.
One-day Liquor License – Amy McLaughlin Lifestyles, Plourde & Letourneau Wedding, PITA Hall, 8 Plum Island Boulevard, Sunday, September 20, 2015 from 3:00 to 10:00 p.m.
Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the one-day Liquor License – Amy McLaughlin Lifestyles, Plourde & Letourneau Wedding, PITA Hall, 8 Plum Island Boulevard, Sunday, September 20, 2015 from 3:00 to 10:00 p.m.

Warrants:
Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the warrants as presented.
Finance Committee General Business:
Motion: A motion was made by Chairman Frank Remley, seconded by Bob Connors and voted unanimously to approve the minutes of the 9/1/15 meeting.
The audience was welcomed to the Public Information Forum by Chairman Walker. He invited facilitator Erica Jacobsen of the Finance Committee to the microphone. Erica welcomed all and reviewed the agenda for the forum. She explained the override language of the ballot question. She then invited Eric Svahn, Chairman of the Municipal Building Committee to address the audience.
Eric reviewed the history of the facility issues in the Town from 2004 through 2015 and explained the history of the proposed project which included the following components:
- Identifying needs using the 2006 Master Plan
- Creating a program of needed spaces
- Proposing a budget
- Selecting a site
- Setting a time schedule
- Beginning the design phase
- Financing the construction phase of the project
Gene Case, Finance Committee Vice Chairman reviewed the proposed financing plan and the current impact of debt on taxes.
The forum was opened to public questions and answers by Facilitator, Erica Jacobsen.
Following the Public Information Forum Chairman Walker and Facilitator Erica Jacobsen thanked all for attending.
Motion: At 8:39 p.m. a motion to adjourn the Finance Committee meeting was made by Chairman Frank Remley, seconded by Linda Allen and voted unanimously.
Motion: At 8:40 p.m. a motion to adjourn was made by Selectmen Jespersen, seconded by Selectman Bear and voted unanimously.
